A Modern Oklahoma

Modern Leadership. Transparent Systems. Real Solutions.

Oklahoma is ready for leadership that focuses on modernization, transparency, and practical solutions — leadership built for the people who live here.

Paid for by Billy Wagner for Governor, American Party.
Meet Billy

A builder, problem-solver, and lifelong Oklahoman — not a politician.

For more than 25 years, Billy Wagner has worked inside Oklahoma’s systems — from state technology modernization to transparency initiatives and community-driven platforms. That experience revealed something unmistakable: Oklahoma isn’t struggling because of its people. It’s struggling because of outdated systems and corruption that thrive without transparency.

Billy has spent his career fixing the systems that were supposed to help people — including modernizing Wave and building POC Civico.Cloud, a statewide platform designed to bring clarity, accountability, and communication to every Oklahoma community.

This campaign is not about left or right. It’s about restoring integrity, modernizing the foundation of our state, and finally delivering a government that works for the people who live here.

Core Priorities
  • Real oversight and true transparency so corruption can’t hide in any Oklahoma city or agency.
  • Modern tools and real support for teachers, school staff, and state employees.
  • Efficient, predictable systems that reduce confusion, waste, and bureaucracy.
  • A statewide public-data platform through Civico.Cloud so every Oklahoman can see where every dollar goes.
  • Stable, predictable property taxes — with a long-term plan to responsibly phase them out.

A practical, workable plan to move Oklahoma forward with integrity.

“For where there is no vision, the people perish…”

— Proverbs 29:18 (KJV)

The Plan

A Modern Oklahoma – Clear, Practical Framework

This vision is simple: fix the foundation. Replace outdated, fragmented systems with a unified, modern approach that supports teachers, students, public safety, and Oklahoma families — and finally makes government work the way it should.

PILLAR 1 — PROTECTING CHILDREN & COMMUNITIES

Child Protection & Justice – (DAY 1)
The Oklahoma 3-Strike Predator Law

Oklahoma’s first responsibility is to protect its children. This law creates a clear, non-negotiable standard for repeat predators and removes the loopholes that allow them to cycle back into communities.

  • Strike 1: Mandatory 10 years served at 100%, no reductions or parole.
  • Strike 2: Mandatory additional 10 years, served consecutively.
  • Strike 3: Mandatory additional 10 years plus state-ordered chemical castration.
  • Strike 4: Life imprisonment without parole for any further qualifying offense.
  • No Plea Deals: No suspended sentences, no reductions, no early release.
  • Capital Charges: Required when child abuse or sexual exploitation results in a child’s death.
  • Lifetime Monitoring: Mandatory electronic monitoring & registry enforcement.

Homelessness & Community Stability
Oklahoma’s Five-Pathway Strategy

Homelessness is not one issue — it is five different problems requiring five different solutions. This statewide plan strengthens community safety, reduces street homelessness, supports structured recovery, protects at-risk youth, and ensures veterans receive coordinated support through AXIS.

PILLAR 2 — MODERNIZING EDUCATION FOR ALL OKLAHOMANS

AXIS Modernization
One Platform. One Login. One Place.

Oklahoma’s education system isn’t failing because of teachers — it’s failing because the systems underneath them were built for another decade. AXIS replaces hundreds of disconnected tools with one statewide platform.

  • Unifies fragmented systems into a single statewide education platform.
  • One secure login for teachers, students, parents, and administrators.
  • Central workflows for attendance, grading, reporting, and communication.
  • Statewide data lake with accurate, real-time information across all districts.
  • Built-in automation for ESSA, IDEA, Title I–IV, CRDC, NCES, and federal reporting.
  • Supports statewide online teachers and certified tutor roles directly in the platform.

Broken System Architecture
Fix the Foundation That’s Failing Oklahoma

Right now, every district is forced to reinvent the wheel with its own software stack. AXIS and a unified data model allow Oklahoma to operate as one system instead of 540+.

  • Replaces 540+ incompatible district technology stacks with one unified statewide model.
  • Eliminates duplicate data entry and mismatched reporting between districts and the state.
  • Retires costly legacy systems and contractor-heavy, patchwork workflows.
  • Implements a single statewide data model and validation layer for all districts.
  • Delivers accurate, real-time reporting with predictable, repeatable workflows.
Individualized Instruction
Two New Statewide Online Roles

Overcrowded classrooms and limited local staff make individualized instruction impossible. AXIS creates new roles that give every student access to real support, no matter their ZIP code.

  • Online Certified Tutors available statewide through AXIS for one-on-one and small-group help.
  • Online Statewide Teachers who can serve any district virtually with monitored classes.
  • Lets districts share instructional capacity instead of struggling alone.
  • Delivers advanced coursework and specialized instruction to rural communities.
  • Reduces remediation, burnout, and emergency coverage gaps.
School Safety & Transportation
Oklahoma Safety Driver Program (OSDP)

Chronic bus driver shortages and safety gaps hit rural districts the hardest. OSDP creates a new professional role that stabilizes routes and strengthens safety.

  • Full-time Bus Driver + Certified School Safety Officer combined into one role.
  • Prioritizes veteran recruitment with crisis training and professional pay.
  • Delivers reliable transportation and safer school environments statewide.
  • Reduces turnover, liability exposure, and emergency consolidations.
  • Improves attendance and keeps rural districts functioning.

PILLAR 3 — GOVERNMENT MODERNIZATION & TRANSPARENCY

State System Modernization
One Modern, Efficient State Infrastructure

The same modernization model built for education must be applied across state government. Outdated systems cost millions, hide waste, and slow everything Oklahomans depend on.

  • Retires aging, disconnected legacy systems that are expensive to maintain and hard to secure.
  • Unifies core state workflows on modern platforms with shared standards.
  • Reduces vendor sprawl and contractor dependency by focusing on reusable solutions.
  • Uses savings from modernization to fund COLA and frontline services — not new taxes.
  • One focus, one platform, one place for the whole state.
Transparency & Accountability
Real-Time Visibility for Every Oklahoman

When data is modern and systems are connected, transparency becomes simple. The goal is a state where every resident can see how money is spent and how agencies perform.

  • Statewide public dashboards showing spending, outcomes, and agency performance.
  • Modern reporting tools that make it easy for cities, schools, and agencies to publish updates.
  • Use platforms like Civico to connect residents to real-time civic information.
  • End the era of “hidden in the system” decisions by making the system visible.
  • Transparency built from day 1.
  • AI will be implemented to weed out fraud. No more getting robbed at our front doors.

PILLAR 4 — LOWER COSTS & FINANCIAL RELIEF FOR OKLAHOMANS

COLA Stability
Predictable Pay, Stronger Workforce

Modernization only works if Oklahoma can retain the people who run its schools, hospitals, and agencies. A predictable COLA structure keeps talent in-state, reduces turnover, and strengthens every public service without requiring new taxes.

  • Annual COLA increases applied every year until an employee reaches the maximum of their pay band.
  • After reaching max pay band: a 3% longevity COLA every 4 years for the remainder of their service until retirement.
  • Applies to teachers, OMES, SDE, public safety, healthcare, and other state-funded roles.
  • Funded through modernization savings and system consolidation — not new taxes.
  • Reduces vacancies, turnover, burnout, and the cost of constantly retraining new staff.
  • What this does internally is that everyone has the same focus to cut cots and build programs that benefit all Oklahoma people. The way it should be.
Property Tax Stability
Predictable, Transparent Assessments

Families and seniors should never be blindsided by sudden property tax spikes. Stability and predictability are key to keeping people in their homes.

  • Protection against sudden assessment spikes that strain working families and retirees.
  • Clear, publicly posted reassessment schedules and rules.
  • Simple, understandable formulas for taxpayers — no surprises.
  • Property tax exemption for seniors (65+) on their primary residence.
  • A responsible long-term plan to reduce overall reliance on property taxes.
Reform Initiatives 60% complete(In progress)
Oklahoma Modernization & Fairness Agenda

PILLAR 5 — ECONOMIC GROWTH & RURAL REVITALIZATION

Infrastructure Modernization & Resource Conversion
Oklahoma Poultry Litter Resource Conversion Initiative

Oklahoma has spent decades arguing over excess poultry litter instead of fixing the system underneath it. That is an infrastructure failure — not a farming failure.

This initiative applies the same modernization-first approach used throughout this platform: solve problems at the source, replace litigation with engineered solutions, and keep ownership, jobs, and value inside Oklahoma.

  • Reduces environmental risk before runoff occurs through centralized processing
  • Supports farmers with voluntary, predictable off-take instead of mandates
  • Creates rural manufacturing and energy jobs
  • Generates reliable baseload power for Oklahoma’s growing data-center economy
  • Keeps value-added production and profits in Oklahoma

Economic Growth & Innovation
A Modern, Competitive Oklahoma Economy

A modern economy needs modern infrastructure, clear rules, and a state that moves at the speed of business — not at the speed of outdated software and paperwork.

  • Attract high-wage tech & manufacturing companies by modernizing core state systems and infrastructure.
  • Renegotiate and reform vendor contracts that drain millions from taxpayers.
  • Develop technology corridors to support startups and remote workers.
  • Expand fiber and broadband into rural communities to unlock remote job pipelines.
  • Streamline digital licensing, permitting, and business onboarding.
  • Create a landscape where Oklahoma talent can stay and build instead of leaving for other states.
Rural Revitalization
Stronger Towns, Stronger State

Rural Oklahoma has been asked to do more with less for too long. Modernization should lift small towns first — not last.

  • Prioritize rural districts in AXIS, OSDP, and broadband expansion.
  • Support remote work hubs and small business development in rural communities.
  • Coordinate state infrastructure upgrades using real performance data.
  • Ensure rural hospitals, schools, and emergency services are part of every modernization decision.
Government Transparency & Public Oversight

Modernization means nothing without transparency. Oklahomans deserve a government where information isn’t hidden, delayed, or buried in outdated systems. By modernizing state operations, transparency becomes automatic — not optional.

  • Statewide Transparency Dashboards: Real-time reporting of spending, contracts, agency performance, school compliance, and modernization progress.
  • Open Vendor & Contract Registry: Every vendor contract, rate, renewal, and spending amount published publicly — searchable and permanent.
  • Statewide Performance Index: Monthly scorecards for every major agency so Oklahomans always know what’s working and what isn’t.
  • Automated Oversight Reports: Modern systems generate compliance and audit reports automatically — ending multi-month delays and missing data.
  • Unified Civic Visibility: Cities, counties, and school districts can publish real-time updates through statewide platforms.
  • Civico.Cloud Proof-of-Concept: Civico already demonstrates how a statewide public-data platform can unify communication, transparency, and accountability. A full state-built system can be developed quickly using the same model.
  • End of “Dark Corners” in Government: Legacy systems hide mistakes, waste, and fraud. Modern systems expose them automatically, with audit trails built in.

Transparency isn’t a slogan — it’s a system design. When Oklahoma modernizes its infrastructure, every resident will finally see how their government performs in real time.
