A Modern Oklahoma

Modern Leadership. Transparent Systems. Real Solutions.

Oklahoma is ready for leadership that focuses on modernization, transparency, and practical solutions — leadership built for the people who live here.

Paid for by Billy Wagner for Governor, American Party.
Meet Billy

A builder, problem-solver, and lifelong Oklahoman — not a politician.

For more than 25 years, Billy Wagner has worked inside Oklahoma’s systems — from state technology modernization to transparency initiatives and community-driven platforms. That experience revealed something unmistakable: Oklahoma isn’t struggling because of its people. It’s struggling because of outdated systems and corruption that thrive without transparency.

Billy has spent his career fixing the systems that were supposed to help people — including modernizing Wave and building POC Civico.Cloud, a statewide platform designed to bring clarity, accountability, and communication to every Oklahoma community.

This campaign is not about left or right. It’s about restoring integrity, modernizing the foundation of our state, and finally delivering a government that works for the people who live here.

Core Priorities
  • Real oversight and true transparency so corruption can’t hide in any Oklahoma city or agency.
  • Modern tools and real support for teachers, school staff, and state employees.
  • Efficient, predictable systems that reduce confusion, waste, and bureaucracy.
  • A statewide public-data platform through Civico.Cloud so every Oklahoman can see where every dollar goes.
  • Stable, predictable property taxes — with a long-term plan to responsibly phase them out.

A practical, workable plan to move Oklahoma forward with integrity.

“For where there is no vision, the people perish…”

— Proverbs 29:18 (KJV)

The Plan

A Modern Oklahoma – Clear, Practical Framework

This vision is simple: fix the foundation. Replace outdated, fragmented systems with a unified, modern approach that supports teachers, students, public safety, and Oklahoma families.

AXIS Modernization
One Platform. One Login. One Place.
  • Unifies fragmented systems into one statewide platform.
  • One secure login for teachers, students, parents, and administrators.
  • Central workflows for attendance, grading, reporting, and communication.
  • Statewide Data Lake with accurate, consistent real-time data.
  • Automated ESSA, IDEA, Title I–IV, CRDC, NCES, and federal compliance.
  • Supports statewide online teachers and certified tutor roles.
Broken System Architecture
Fix the Foundation That’s Failing Oklahoma
  • Replaces 540+ incompatible district systems with one statewide model.
  • Eliminates duplicate data entry and mismatched reporting.
  • Retires costly legacy systems and contractor-heavy processes.
  • One statewide data model and validation layer for all districts.
  • Accurate, real-time reporting with predictable workflows.
Individualized Instruction
Two New Statewide Online Roles
  • Online Certified Tutors available statewide through AXIS.
  • Online Statewide Teachers who can serve any district virtually.
  • Allows districts to share instructional capacity across Oklahoma.
  • Delivers advanced coursework and specialized support to rural communities.
  • Provides one-on-one and small-group help for struggling students.
  • Reduces remediation, teacher overload, and burnout.
School Safety & Transportation
Oklahoma Safety Driver Program (OSDP)
  • Full-time Bus Driver + School Safety Officer combined role.
  • Veteran recruitment with crisis training and professional pay.
  • Reliable transportation and safer school environments.
  • Reduces turnover, liability, and emergency consolidations.
  • Improves attendance and supports rural districts.
COLA Stability
Predictable Pay, Stronger Workforce
  • Longevity COLA: 3% every 4 years after max pay band.
  • Applies to teachers, OMES, SDE, public safety, healthcare, and more.
  • Funded through modernization savings, not tax increases.
  • Strengthens retention and reduces statewide vacancies.
  • Stabilizes rural districts and frontline services.
Property Tax Stability
Predictable, Transparent Assessments
  • Protection against sudden assessment spikes that strain families.
  • Clear, publicly posted reassessment schedules.
  • Simple, understandable formulas for taxpayers.
  • Property tax exemption for seniors (65+) on their primary residence, protecting retirees on fixed incomes.
  • A responsible, long-term plan to reduce overall reliance on property taxes.
Economic Growth & Innovation
A Modern, Competitive Oklahoma Economy
  • Attract high-wage tech and manufacturing companies by modernizing state infrastructure and removing outdated regulatory barriers.
  • Negotiate smarter state contracts and eliminate wasteful vendor agreements that drain millions from taxpayers.
  • Develop statewide technology corridors to support startups, remote workers, and next-generation industries.
  • Partner with rural and urban communities to expand fiber access, remote job pipelines, and local innovation hubs.
  • Streamline licensing, permitting, and business onboarding through fully digital, predictable state workflows.
  • Create a competitive landscape that keeps Oklahoma talent here — instead of losing them to Texas or Colorado.
Reform Initiatives
In Process
  • End hunting & fishing license fees for Oklahoma residents.
  • On tribal land, treaty rights apply — no state licensing or prosecution.
  • All Oklahoma veterans receive lifetime, no-cost hunting and fishing.
  • Stop car insurance rate hikes based solely on ZIP code.
  • Eliminate the $350 late penalty for missing car tag renewal; replace with a $5 per month fee (max $25).
  • Remove junk administrative fees in state courts that punish low-income families.
Child Protection & Justice
Zero Tolerance for Crimes Against Children
  • Seek the death penalty for individuals who murder a child or kill a child during abuse.
  • Mandatory life-without-parole for child sexual predators where the victim survives.
  • No plea bargains or sentence reductions in crimes involving children.
  • Permanent monitoring and registry enforcement for convicted child predators.
